Why do you have to be 21 to play free poker?

I don't understand, I'm 17 and I want to download Poker Stars to learn to play free poker, but it says you have to be 21 to play poker on their site. To gamble, you have to be 21, but is it actually gambling if there is no money involved? Should I just download it anyway? I don't want to get in any trouble by playing poker there when im not 21 (even though it's not for money)

cameron 		People without real money accounts can still enter into freerolls where they could win real money, which they can then use to buy into real money games. That is why you must be of age (I think it's actually 18, not 21) to sign up at the site.

Davido 		You don't have to be 21 to play on Poker Stars. You only need to be 18.

From their site:
1.2. The Software is licensed to you by PokerStars for your private personal use. Please note that the Software is not for use by (i) individuals under 18 years of age, (ii) individuals under the legal age of majority in their jurisdiction and (iii) individuals connecting to the Site from jurisdictions from which it is illegal to do so. PokerStars is not able to verify the legality of the Service in each jurisdiction and it is the User's responsibility to verify such matter.

You won't get into any trouble if you only play for play chips. I say go for it! You can also try Full Tilt (see the link below). I like Full Tilt better, especially for beginners.
