Dead Hand or not ?

Two players left in a Hold Em game. At the end player A bets and player B calls. Player A throws his hand forward in frustration and verbally declares 2 pr. but both cards land facedown at the elbow of the dealer clearly identifably and far away from any other card. Player B claims that player A\'s mucked his hand and therfore it is a dead hand and B proceeds to claim the pot. Is player A\'s hand dead or should both hands be revealed and the better hand take the pot?

If player A does not turn his cards over and show the table and player B does show then player B is entitled to the pot.
